The NSW government deregulated electricity in July 2014 and gas in July 2017, which means government regulation around energy was removed and energy providers could offer competitive plans. However, some areas in NSW are still regulated as it’s difficult for energy retailers to provide energy plans across a large area with sparse populations.
Competitive energy plans for customers in deregulated areas are referred to as market offers. These are plans that have been packaged up by energy providers, and often come with discounts and benefit periods. You can choose between plans, which will vary in price depending on the energy provider.
As a customer in a deregulated zone, you can get energy bundles from one provider, or separate electricity and gas plans from different energy providers. You may be able to get the “cheapest” electricity and gas plan in your area by getting separate plans, whereas bundles offer you the convenience of dealing with one provider. If you’re in a regulated area, the government will offer you a “standing offer”, which is a basic plan with a price that has been agreed upon by the government and the company that supplies your energy (also known as a distributor). You won’t be able to choose between competitive plans as you can if you were in a deregulated zone.
There are two primary costs that you have to pay for energy:
However, depending on your distribution network, energy provider and tariff(s), these charges will vary in price.
Customers in NSW may have access to the following electricity tariffs, which can change how you’re charged for your energy usage:
If you have a smart meter installed at your premises and you’re connected to a time-of-use tariff, you should be able to take advantage of cheaper energy rates (off-peak) during quieter times of the day or weekends. Peak, off-peak and shoulder time periods vary in accordance with your energy distributor.
A controlled-load tariff has a lower rate that’s applied during off-peak hours – generally overnight. This type of tariff is designed for larger household appliances with high energy consumption, like an underfloor (slab) heater, pool pump or electric hot water system. In NSW, there are two controlled-load tariffs available: Controlled Load 1 and Controlled Load 2.
The type and price of your controlled load tariff will depend on the distribution network you are connected to.
Electricity is charged at a flat rate for five to nine hours overnight on weekdays, with additional hours on weekends. Controlled Load 1 is ideal for appliances with high energy consumption, such as an electric hot water system that can be heated overnight between the hours of 10pm and 7am.
Electricity is charged at a flat rate for 10 to 18 hours on weekdays, with additional hours on weekends. Controlled Load 2 is designed for appliances with high energy consumption, like a pool pump where supply can be consumed all times during the week, except for 7am to 9am and 5pm to 8pm.

Distributors are the energy companies that connect your residential or business property to powerlines, poles, pipelines and meters. In cases of power outages or broken energy meters, your distributor is responsible for fixing it. Who your distributor is depends on the area in which you live.
Electricity in NSW is generated by three distributors – Ausgrid, Endeavour Energy and Essential Energy – each responsible for a particular region (network) of the state.

The cost of electricity in NSW will usually depend on which tariff (time-of-use, controlled load, single rate), energy provider and distribution network your home or business is connected to. According to the Australian Energy Market Commission, the average annual electricity bill in NSW for a typical residential customer in 2021-22 was $1,172.4
The typical customer, in this case, is a two-person household that uses electricity and gas on a market offer with a total annual consumption of 4,215kWh. As everyone’s energy usage is different, and there are a variety of energy plans on offer in NSW, it’s difficult to get an average figure of the average electricity bill.

Establishing who the best energy provider in NSW for solar is will depend on what you need. You might just be looking for a good tariff with a standard feed-in tariff that you can rely on to work with your solar panels to power your home. Alternatively, you might want a higher feed-in tariff where you get paid more by your provider for any excess electricity your solar panels create.

NSW implemented the NSW Renewable Energy Action Plan over five years, starting in 2013 and finishing in 2018. It included Australia’s first large-scale solar farms, which were built at Nyngan and Broken Hill. Over these five years, the proportion of electricity that’s generated from wind and solar every year was tripled.5 Sydney now runs entirely on renewable energy.1
The NSW government has also unveiled the Net Zero Plan Stage 1: 2020-2030 as part of efforts to reduce emissions by 100% by 2050. The plan for 2020 to 2030 involves investments in emissions reduction and renewable energy.6
